The standard Kurbeitrag is EUR 2.34 net per person per stay-day, plus statutory VAT; the municipality’s 2026 budget document describes the resulting charge as EUR 2.50 gross. The charge applies in the officially recognized spa areas, and the arrival and departure days together count as one chargeable day. This is a flat per-person, per-day charge, not a percentage tax.
Exempt with proof: children up to (but not including) age 14; family visitors staying free in a resident’s household; persons with a qualifying second residence subject to local second-home tax; participants in organized youth camps; inpatients in hospitals providing general medical care; sick or severely disabled persons, and persons receiving specified welfare/rehabilitation care, who cannot use spa facilities, with official or medical proof; and their necessary permanent attendants with proof. An exemption may also be granted on application for social hardship or an outstanding interest of the spa resort. A 50% reduction applies with proof to persons with at least 80% severe disability, their necessary permanent attendants, and—under the 2024 amendment—persons staying for professional reasons with proof of the work-related stay.
The bylaw treats anyone who temporarily provides rooms for payment, operates a campsite, runs accommodation or similar facilities, or provides lodging in other privately owned accommodation—including vehicles, motorhomes and tents—as an accommodation provider. Hosts must record each guest’s name, address, age, arrival and departure dates; electronically transmit the previous month’s overnight stays to the City by the 5th day of the following month; report changed departures without delay; collect and remit the Kurbeitrag; and allow guests to inspect the bylaw. The cited municipal sources do not state a separate short-term-rental registration-number requirement or a Wohnraumschutz/Zweckentfremdungsverbot rule.
