Bad Bentheim charges a Gästebeitrag per overnight stay, with two contribution districts rather than a seasonal rate. District I (the spa-bath grounds and Ferienresort Roompot): adults €3.40 per person/night; children aged 5–17: €1.70. District II (the rest of the municipal area): adults €2.40 per person/night; children aged 5–17: €1.20. The selected nominal adult rate is the District II rate. A second-home annual guest contribution is 21 times the applicable daily rate. The current statute took effect on 1 October 2024.
Not subject to the guest contribution are people staying solely to work in Bad Bentheim, Federal Volunteer Service participants whose service location is in Bad Bentheim, and bedridden persons unable to use tourism facilities or attend tourism events. Exempt are children up to the end of their fourth year; specified relatives of residents staying free of charge in the resident’s household; people staying for school or vocational training; persons with a certified 100% degree of disability; and accompanying persons who are officially required to provide constant assistance. Persons with a certified disability of at least 50% but below 100%, their officially required accompanying persons, and participants in city-recognized conferences, congresses and courses pay half.
The statute covers hosts who accommodate others, temporarily let living space, or operate campsites/caravan or motorhome pitches. Hosts must report chargeable guests to the city, collect the guest contribution by the day after arrival, issue the guest card, remit the contribution to the city, and keep a guest register recording each guest’s name, age, address, arrival and departure dates, and any exemption. The official statute does not state a short-term-rental registration-number requirement or a Wohnraumschutz/Zweckentfremdungsverbot rule.
