Bad Pyrmont charges a Kurbeitrag (visitor/spa contribution), not a percentage-based city or bed tax. The standard rate for the first adult/person is €3.40 per day/night for stays of up to 42 days. A second or additional accompanying family member pays €2.50 per day/night. For stays exceeding 42 days within a year, an annual card applies: €142.80 for the first person and €105.00 for the second/additional accompanying family member. Arrival and departure days count as one day. The charge is collected at the accommodation. The official tourism page states that the contribution applies to health-tourism and purely tourist stays and funds the upkeep and development of the Staatsbad’s spa facilities.
Exemptions include persons under 18; people staying only for a business-related congress, conference, course or similar event; inpatients receiving hospital treatment; people staying only for school attendance or vocational training; certain relatives staying free of charge in a resident’s household; visitors attending a trade fair in Hannover or its catchment area during the fair; and a person accompanying someone with a severe disability who requires permanent assistance. These exemptions apply only if the person does not use the spa facilities. The Kurverwaltung may grant full or partial relief on application for reasons of public interest to the Staatsbad or in cases of social hardship. Rehabilitation or care-facility patients whose costs are covered by specified social-security, welfare or similar bodies receive a 10% reduction when proof is provided on the first day. Persons with a degree of disability of at least 50 receive the reduced rate shown in the official tariff (normally €3.00 per day for the first person; €2.15 for an accompanying family member).
The official Kurbeitragsordnung covers short-term accommodation, including temporarily provided housing, campsites and weekend sites. Hosts/accommodation providers must report chargeable guests to the Kurverwaltung no later than the first working day after arrival, collect the Kurbeitrag and remit it to the Kurverwaltung within 14 days. The same duties apply to sanatoriums, spa facilities and similar establishments, and to travel companies where the contribution is included in the package price. The official rule consulted does not state a local registration-number requirement, Wohnraumschutz requirement or Zweckentfremdungsverbot for short-term rentals.
