Rate structure & calculation

The official 2026 joint Kurabgabe applies year-round: EUR 3.05 per person per day in the main season (1 April–31 October) and EUR 2.65 in the low season (1 January–31 March and 1 November–31 December). Arrival and departure days count as one stay day, using the arrival-day rate. The annual Kurabgabe is EUR 85.40; owners/users of holiday units, long-term campers and permanent berth holders pay the annual amount. VAT is included. The EUR 3.05 high-season adult rate is reported here as the requested standard/high-season rate.

Exemptions & reductions

Children under six are exempt. A person who works in the assessment area, is in vocational training there, or maintains a non-residential allotment garden is not considered a non-local visitor and is therefore not subject to the Kurabgabe under the stated conditions. The 2026 municipal rules do not list a separate disability or business-traveller reduction/exemption; a business traveller working in the area falls under the work-related non-local exclusion. Exemption claims must be evidenced before the guest card is issued.

Short-term rental & host rules

A host (Quartiergeber) who accommodates guests or lets residential space for holiday purposes must register the guests, collect the Kurabgabe, remit it to the municipality, and issue guest cards. Required data include name, address, arrival/departure dates, date of birth and—unless the guest objects to an electronic card—email address. The registration must be submitted electronically or on paper within one working day after arrival; forms must be protected, retained for one year, and produced on request. The host must display the Kurabgabesatzung, remit the collected tax by the 10th of the following month, and remains liable for timely and complete collection/remittance. The cited Kurabgabe rules do not state a registration-number requirement. Separately, Karlshagen's 2026 Wohnraumerhaltungssatzung covers the entire municipality and requires municipal approval for demolition, alteration or change of use of buildings into holiday accommodation/guest rooms, including certain otherwise permit-free changes; this is a housing-preservation approval rule, not a stated Zweckentfremdungsverbot.
