The official Kurbeitrag is charged per person and stay day (not by season): the standard adult rate is €3.10. A started day counts as a full day, and arrival and departure days count as one accommodation day. Reduced rates: persons with severe disabilities (GdB 80 or more) €2.50; children from the beginning of the calendar year in which they turn 7 through the end of the year in which they turn 16 €1.55; severely disabled children in that age band €1.20; children accommodated in a clinic €0.80; pupils on an exchange or school-organized stay in a youth hostel/similar €0.80; and patients in a spa clinic or rehabilitation facility €0.80. Second-home owners and long-term campers are instead subject to an annual flat contribution of €124 per person, or €62 for eligible children aged 7–15.
The following are exempt from the Kurbeitrag: persons with GdB 100; officially designated necessary accompanying persons of severely disabled persons; patients who, according to a medical certificate, cannot leave their accommodation; children through the end of the calendar year in which they turn 6; trainees and interns for the duration of their training in the area; persons staying exclusively for work; athletes and team supervisors staying for official federation training or competition; and persons staying in mountain huts not reachable by public roads.
For short-term accommodation, the Kurbeitrag materials treat anyone who hosts guests or provides them with living space, including camping-site operators, as a host. Unless the guest self-reports, the host must report liable guests to the Zweckverband using the designated arrival/departure form or digital reporting system no later than the second day after arrival and the third day after departure; late reporting may lead to administrative-offence proceedings. The host must collect the Kurbeitrag, is liable for its receipt, and must remit it by the day after departure unless month-end remittance is permitted. The host should issue the personalized guest card with arrival and departure dates. The cited official Kurbeitrag materials do not state a registration number, Wohnraumschutz requirement, or Zweckentfremdungsverbot for short-term rentals. Separately, the official Meldewesen page notes that the special accommodation-registration duty remains for guests without German citizenship from 1 January 2025, while it was removed for German citizens.
