The official charge is a Kurbeitrag, calculated per stay day; the arrival and departure days count as one day. The adult single-person rate is €2.10 in Kurbezirk I (Bad Gögging) and €1.40 in Kurbezirk II (Deisenhofen, Heiligenstadt, Sittling and Felbermühle). Family members pay the full rate for the first and second person, and €1.40 (District I) or €1.00 (District II) for the third and each additional person. Long-term campers pay a €45.00 flat amount. The rate_note field uses the standard adult rate for District I (€2.10).
Children under 6 are exempt. Children aged 7 through 16 pay the third-family-member rate. Persons with a disability rating (GdB) of 80–90% pay the reduced rate of €1.05. Persons with GdB 100 are exempt; an accompanying person is also exempt when the disability pass has marker B. Persons whose main residence is in Neustadt a.d.Donau are outside the charge under the bylaw’s basic rule. The current bylaw does not expressly name business travellers as a separate exemption; liability is defined for stays for spa or recreational purposes.
The official Kurbeitrag bylaw contains no separate short-term-rental registration-number, housing-protection or change-of-use prohibition rule. It does impose host duties on natural or legal persons who accommodate guests or provide them with lodging, and on campsite operators: report liable guests to the city in writing or electronically unless they self-report, collect the Kurbeitrag, issue the Kurkarte on the day of arrival, and remit the collected amount to the city no later than one day after departure (unless monthly remittance is authorised).
